Usage of acts and documents issued by foreign authorities

In order to be used in Romania, civil status acts, as well as any other documents issued by foreign public authorities must carry the Apostile or to follow the legalization procedure.
These formalities are fulfilled for any documents issued by the authorities of another state - court decisions, study diplomas, civil status acts, acts authenticated or legalized by foreign notaries.
Since 2000, based on Government Ordinance no. 66/1999, approved by Law no. 52/2000, Romania joined the Convention on eliminating the requirement to legalize official forreign acts, adopted in the Hague on October 5, 1961. Convention text

This means that for acts issued by countries party to this Conventin the apostile shall apply. For the rest, the legalization procedure will be followed.
This procedure is regulated by Article 1092 of the new Romanian Code of Civil Procedure.

For those countries with which Romania has signed a bilateral convention that provides for the waiver of apostile or legalization, acts issued by the authorities of those countries will be opposable to Romanian authorities without any aditional formalities. State list
